Open Reliability Monitor using command

perfmon /rel

Reliability Monitor can also be accessed from Control Panel\All Control Panel Items\Security and Maintenance\Reliability Monitor

You can also launch Reliability Monitor by typing Reliability in Start Search

Search for Reliability Monitor in Start Search
